While it may be possible, the hinge line sits below the skin, and the aft tip section being even with the skin doesn’t lend itself to this. But you are correct, the pins are installed under the VS and rudder from the bottom.

So the hinge pins cannot be removed outward past the tips after they are installed correct (does not look easy reaching under the vert stab to grab the end of the pin to pull it)? So the right hor stab pin must be pulled out over the top of the left stab and vis-versa? And the rudder pin pulled out the bottom? (After tip installs).

From both a paint and maintenance standpoint, all control surfaces should be removable after the tips are installed. This is accomplished by inserting pins from the inboard side so that they point outboard.

Removing all control surfaces for painting?

Is it necessary to remove all control surfaces to painting a Panther? If so after riveting all fiberglass tips to wings and tail how difficult is it to pull all the hinge pins.
